The Vice President and Dean of Administration is responsible directly to the President of the College for all functions relating to financial affairs and financial management, computer services, construction and maintenance of facilities, purchasing of supplies, equipment and contractual services, campus safety and security and administration of auxiliary services. The Vice President and Dean supervises the following individuals: Associate Deans of Administration, Assistant Deans of Administration, Director of Information Systems, Director of Campus Safety, Director of Human Resources Management, Director of Telecommunications and Instructional Media, Director of Payroll and Executive Director/Bookstore Manager of DCC Association, and evaluates these administrators. He or she shall:
- Develop and implement policy and provide supervision of college-wide budget planning and development, which shall include execution of approved budgets, financial programs and preparation of related budget and financial reports;
- Serve as member of the President's Cabinet and the Administrative Staff Council;
- Develop organization and staffing patterns for the successful accomplishment of functions and responsibilities for subordinate offices;
- Delegate and/or assign job responsibilities to the under his/her supervision;
- Develop and implement accounting systems which will provide for proper accounting of receipts and expenditures of all funds according to guidelines furnished by appropriating authorities, including Federal Agencies for funds received from federal sources;
- Assist academic department and staff heads in the interpretation of budget policy and directives, Civil Service, and Student Aide staff limitations;
- Oversee the preparation of financial reports required by appropriating or granting authorities and for financial reports and statements required by internal staff elements and departments to assist in control of expenditures of funds within approved budget allocations;
- Formulate policy and provide supervision of college-wide computer services.
- Provide direction for, and assist in, preparation of campus development plans and specifications for facilities and major items of capital equipment;
- Formulate policy for development and control of capital equipment inventories, purchasing, and distribution procedures for supplies and services;
- Formulate policy and administrative guidelines for development and implementation of facility and equipment maintenance programs;
- Be responsible for the operation of Purchasing, Central Services, and other administrative support staff elements;
- Serve as the Treasurer to the DCC Association and the Assistant Treasurer of the DCC Foundation;
- Serve as principle contact for the College to the New York State Dormitory Authority and State University for capital construction programs;
- Provide financial data and cost information as may be required by designated representatives of negotiation units;
- Provide leadership for the preparation and implementation of the Administrative Division's section of the annual strategic planning document.
- Coordinate and supervise divisional assessment activities.
DESIRED QUALIFICATIONS:
Education: Master's degree required; Doctorate preferred
Experience: Ten (10) years administrative responsibilities related to finance, information systems, and/or general administration in area of college operation, business, and/or industry.
